During open forum Jeremy Owens - Strategic Manager Spatial Planning confirmed to the Council that he will be attending the January statutory meeting at 6pm to discuss with members Neighbourhood Plans, a new right for communities to draw up a neighbourhood plan, setting out policies for the location of new housing, business and shops.

 

The meeting commenced at 7.30pm.

94.   Apologies.  Apologies were received from CWAC Cllr McKie.

 

95.  Declarations of interest. Cllr Mrs Godfrey declared a prejudicial interest in planning application: 11/04467/FUL and left the room during the consideration of this item.

96. Minutes.  Subject to the following amendment (minute no.  82) Flea Moss Pit Committee Meeting held on 17th  November 2011, RESOLVED that the minutes of the statutory meeting held on 21st November 2011 were accepted as an accurate record and duly signed by the Chairman.

97.  Matters arising. There were none.

 

98.  Correspondence from local residents.  The Scouts advised the council that they will be able to carry out a litter pick on Hunts Lane in the New Year. A request was made for financial funding for a projector. It was RESOLVED that (a)the Council will advise the Scouts that in the first instance they should contact Cllr Grimshaw to see if he could assist them, (b) the Council will also consider their request at the next finance meeting scheduled on 9th January 2012.

The clerk reported she had received telephone calls from a resident in Grange Road who had concerns with   irresponsible vehicle users. It was RESOLVED that Councillors will monitor the area.

Residents from Waste Lane requested that salt bags are provided during adverse weather at one particular spot in Waste Lane that is difficult for vehicles and pedestrians. It was RESOLVED that the Council investigates the availability of salt bags, and CWAC’s policies regarding the purchase of Salt bags this winter. Cllr Godfrey advised members of the new project “snow angels” and it was agreed that information on snow angels be forwarded on to all councillors.

Residents close to the Nestle Factory contacted the Council to advise them of shaking and vibration from the demolition. Cllr Grimshaw advised the meeting that he had given advice to the resident.

 

99. CWAC Council. Cllr Grimshaw reported to members that a joint parish council meeting will be held at the Acton Bridge Parish Rooms on Friday 13th January 2012, 7-9pm. A Community Forum will take place Wednesday 15th February 2012 at the Village Hall Cuddington, 7pm - 9.15pm.

PCSO Mcloughlin is covering Cuddington on a temporary basis and there are plans afoot to allocate a permanent replacement. Cllr Grimshaw discussed events and contacts relating to the Diamond Jubilee celebrations around the Cheshire West area.

It was RESOLVED that, the Council seek the following information:

Request a copy of the current Tree Preservation Order register relating to the village including the Conservation Area.

When do CWAC next envisage a survey of TPO’s to be carried out in the Village.

It was further noted that Cheshire Landscape Trust offers practical help and advice to volunteers wishing to become tree wardens.

Cllr Toress-Fernandez proposed a vote of thanks to Cllr Nixon for representing the Council at the recent appeal hearing 11/00059/REF 11/01061/OUT, held at the The Crown Plaza Chester, which lasted for 3 days, the proposal was carried unanimously.

 

94. Diamond Jubilee Celebrations. Correspondence was received advising that CWAC are developing a list of proposed activities within Northwich and Rural North for the Queens Diamond Jubilee. It was RESOLVED that an invitation to all local schools, local businesses and organisation will be invited to attend an informal meeting at the White Barn on 23rd January 2012 at 7.30pm to begin preparations, it is not intended that the Parish Council will run the event. The Chair and Vice Chair, Cllr’s Chrimes, Godfrey and Torres - Fernandez agreed to become involved with the preparations.

 

95. Financial Matters.

a) It was RESOLVED that, payments listed on the finance document be accepted, and funds to cover payments authorised shall be transferred by telephone from the business saver account to the community account by the clerk.

94. Model Code of Conduct 2007. Members discussed Paragraph 12 (2) of the model code of conduct. The clerk confirmed that the Council did not adopt the paragraph and therefore have no facility to speak as a member of the public. It was RESOLVED that an officer from CHALC or CWAC is invited to carryout a short piece of training prior to a council meeting. It was further RESOLVED not to adopt Paragraph 12(2) of the model code of conduct at this time.

 

95. Councillor’s reports. Cllr Nixon reported that the recent planning enquiry lasted 3 days and included a site visit. The outcome of the appeal is expected to be given by 20th January 2012.

Members of the Council are concerned that buses do not cover the whole of the village. Cllr Godfrey advised the meeting that in the past, surveys via the Cuddington and Sandiway Post Offices were carried out and that residents were in favour of diverting a bus 2 x daily to Delamere Park to serve the ageing population, and also to have a Weaverham circular 2 x daily. Cllr Nixon advised the Council that this is currently being dealt with by the transport group and will continue to be pursued in the New Year with the Integrated Transport Officers at CWAC.

The Chair and Cllr Jones reported that following a meeting with Groundwork to express concerns relating to the grass at Boundary Lane Green Jubilee Play Area, the working party have not received any response.

With regards to the creation of a BMX/Cycle track the ownership of the grass area close to the MUGA on Blake Lane has still not been confirmed.

96. Village Maintenance. It was reported that one of the flashing lights on the Zebra crossing is inoperable on Norley Road (subsequent to the meeting it was repaired the next working day).
