1. Apologies.  There were none.

2. Declaration of interest. Cllr Nixon declared a personal interest in Flea Moss Pit, Cllr Jones declared a personal interest in allotments.

3. Correspondence. Noted, correspondence from Martin Wright Environmental Protection Practitioner CWAC, advising the Council to accept RSK’s offer to carry out shallow soil sampling with no charge being made to the Council. A formal request would need to be made to Graham Aveyard Environmental Protection team leader relating to public communications.

Cllr Grimshaw confirmed that legal ownership of the whole site would need to be clarified before he engages with possible developers.

Noted, that advice was received from a Green Space Technical officer and Development officer, Highways Development Control, CWAC that more than a single dwelling would have potential conflicts of vehicle and public footpath users on footpath 32, and therefore a proposed development of 6 additional properties on Flea Moss Pit is not feasible. However, the officers went on to advise that an extension of the existing road Cheryl Court could be built over, and this option would seem feasible for a proposed development of 6 properties.

It was RESOLVED that, the FMP committee recommend to full council that:

a) Cllr Chivers and the Clerk approach the gentleman who owns land between 5 and 10 Cheryl Court and the owners of 10 Cheryl Court to discuss with them the possibilities of the road being opened up.

b) WVHT is contacted to discuss the best usage of the land.

HOW Planning confirmed that a provision of approximately £10,000 is available in place of the community building on the Nestle Site, and that it is anticipated that the Parish Council will legally become the future owners of the allotments.

It was RESOLVED that, the FMP committee recommend to full council to:

c) Advise CWAC planning officer Judith Gordon that before the Council consider to take legal ownership of the allotments all requirements that were put to HOW Planning at a meeting in October 2011, need to be met. These were: 3 water points due to the size of the area, gated access, car park spaces for 8-10 vehicles, secure fencing, possibility of a toilet, a number of raised beds, and addition of a better surfaced main path to improve main access through the allotments.

4. Exclusion of Press & Public. RESOLVED that, That the press and public be excluded from the meeting during the following item of business on the grounds that it is likely, in view of the nature of business to be transacted or the nature of the proceedings, that if members of the press and public are present during consideration of this item or these items there will be disclosure to them of exempt information as defined in paragraph 3 of Section 100(I) of the Local Government Act 1972.
